Parmi les innovations de pointe \u00e0 l&rsquo;origine de cette transformation figure le DJI Dock 2, qui permet d&rsquo;effectuer des op\u00e9rations \u00e0 distance et de routine avec des drones. Cependant, l&rsquo;adoption de ces syst\u00e8mes avanc\u00e9s est souvent entrav\u00e9e par le manque de compr\u00e9hension des cadres r\u00e9glementaires, en particulier dans l&rsquo;Union europ\u00e9enne (UE).<\/p>\n<p><!--more--><\/p>\n<h3 style=\"text-align: justify;\">Cadre r\u00e9glementaire de l&rsquo;UE<\/h3>\n<p style=\"text-align: justify;\">La r\u00e9glementation actuelle de l&rsquo;UE sur les drones a \u00e9t\u00e9 introduite dans le but de normaliser les r\u00e8gles relatives aux op\u00e9rations de drones dans tous les pays membres. Au sein de l&rsquo;UE, l&rsquo;Agence europ\u00e9enne de la s\u00e9curit\u00e9 a\u00e9rienne (AESA) a \u00e9tabli des r\u00e8gles pour des op\u00e9rations de drones s\u00fbres et responsables. Selon la r\u00e9glementation de l&rsquo;AESA, une mission \u00e0 distance utilisant une solution telle que le Dock 2 rel\u00e8ve de la cat\u00e9gorie sp\u00e9cifique.<\/p>\n<h4 style=\"text-align: justify;\">Cat\u00e9gorie sp\u00e9cifique<\/h4>\n<p style=\"text-align: justify;\">La cat\u00e9gorie sp\u00e9cifique est d\u00e9sign\u00e9e pour les op\u00e9rations avanc\u00e9es telles que les vols au-del\u00e0 de la ligne de vis\u00e9e visuelle (BVLOS), les vols \u00e0 haute altitude (au-dessus de 120 m AGL) ou les drones de grande taille (plus de 25 kg).<\/p>\n<p>Pour op\u00e9rer dans la cat\u00e9gorie sp\u00e9cifique, vous devez demander une autorisation d&rsquo;op\u00e9ration \u00e0 votre autorit\u00e9 nationale de l&rsquo;aviation (NAA). Il existe trois m\u00e9thodes pour y parvenir :<\/p>\n<ul>\n<li><strong>STS: Sc\u00e9nario Standard<\/strong><\/li>\n<li><strong>PDRA: Pre-Defined Risk Assessment <\/strong><em><strong>(\u00e9valuation des risques pr\u00e9d\u00e9finis)<\/strong><\/em><\/li>\n<li><strong>SORA: Specific Operations Risk Assessment <\/strong><em><strong>(\u00e9valuation des risques li\u00e9s aux op\u00e9rations sp\u00e9cifiques)<\/strong><\/em><\/li>\n<\/ul>\n<p><strong><em>(Le d\u00e9tenteur d&rsquo;un certificat d&rsquo;op\u00e9rateur d&rsquo;UAS l\u00e9ger (LUC) peut s&rsquo;auto-autoriser \u00e0 effectuer des op\u00e9rations sans faire de demande \u00e0 la NAA)<\/em><\/strong><\/p>\n<h4>STS<\/h4>\n<p>Le sc\u00e9nario standard est une op\u00e9ration pr\u00e9d\u00e9finie. Un op\u00e9rateur n&rsquo;est pas tenu d&rsquo;obtenir une autorisation op\u00e9rationnelle pour effectuer une op\u00e9ration couverte par un STS, ce qui constitue un moyen plus efficace d&rsquo;effectuer des op\u00e9rations avanc\u00e9es.<\/p>\n<p>L&rsquo;AESA a publi\u00e9 deux STS \u00e0 ce jour :\u00a0<\/p>\n<ul>\n<li style=\"text-align: justify;\"><strong>STS 01 \u2013 VLOS au-dessus d&rsquo;une zone terrestre contr\u00f4l\u00e9e dans un environnement peupl\u00e9 ;<\/strong><\/li>\n<li style=\"text-align: justify;\"><span style=\"color: #3d85c6;\"><strong>STS 02<span style=\"color: #000000;\"> \u2013 BVLOS avec observateurs de l&rsquo;espace a\u00e9rien au-dessus d&rsquo;une zone contr\u00f4l\u00e9e au sol dans un environnement peu peupl\u00e9.<\/span><\/strong><\/span><\/li>\n<\/ul>\n<p>Cependant, ils ne sont peut-\u00eatre pas les mieux adapt\u00e9s \u00e0 l&rsquo;exploitation d&rsquo;un DJI Dock 2 en ce moment, en raison de l&rsquo;absence de conformit\u00e9 avec le label Cx.<\/p>\n<h4 style=\"text-align: justify;\">PDRA<\/h4>\n<div data-hs-responsive-table=\"true\" style=\"overflow-x: auto; Si l&rsquo;objectif est de capitaliser sur les avantages technologiques des produits Dock et d&rsquo;op\u00e9rer le Dock 2 enti\u00e8rement \u00e0 distance sans observateur de l&rsquo;espace a\u00e9rien, alors SORA est votre choix.<\/p>\n<p style=\"text-align: justify;\">Le SORA permet d&rsquo;\u00e9valuer et de g\u00e9rer les risques li\u00e9s aux vols de drones. Il s&rsquo;agit d&rsquo;un processus \u00e9tape par \u00e9tape impliquant l&rsquo;\u00e9valuation des risques et la planification de la s\u00e9curit\u00e9.
